Just search for a youtube video of learning to ride a bike as an adult. As an adult you don't even need to remove the peddles, your legs are likely long enough to skoot the bike outside the peddles.

When my kids were taking too long to learn how to ride their bikes, I took the pedals off their bikes and had them practice like it was a balance bike. It didn't take long for them to figure out how to balance and then we put the pedals back.

I ride in the rain 9 months out of the year (live in pacific northwestern US). Constant road crap can accumulate and wear your rims down way faster than riding in dry conditions. Expect to replace rims every couple of yeas if you really ride in rain a lot, especially lighter rain (heavy rains wash away road grit from pads and rim).

Learning to ride a bicycle is about learning to balance on two wheels. How to ride in a straight line on two wheels. How to turn on two wheels. How to come to a stop on two wheels.
